Mr. Hines has spent the last 30 years working in all areas of offshore design and project management for the construction and installation of offshore exploration and production platforms. During this 30 year period he worked for National Supply Company, Ingersoll Rand Co., IPSof Fort Worth, Texas, Continental Emsco, and for the last 10 years prior to forming Offshore Source, he was President and Managing Director for OSL Offshore. Also during this period he developed and constructed new and innovative products for the US government, Western Company, National Oilwell Co. Halliburton Co., many of which have become the standard for the offshore industry. Mr. Hines has an excellent reputation in the field, and is particularly well known for technical achievement in oilfield equipment design and manufacturing over the past four decades.

Licensed to law practice in the State of Texas on September 16, 1968; 55 years of private law practice in Texas; Board Certified in Criminal Law by the Texas Board of Legal Specialization in 1977 (recertified over the past 31 years); an “ AV “rated attorney by Martindale Hubbell Law Directory, a nationwide listing of all attorneys in the United States, an “A’” rating requires 10 years or more practice and is the highest rating given and “V” rating means “very highly recommended”, as rated by peer attorneys upon confidential surveys taken by Martindale Hubbell itself); 

John is an Attorney Emeritus and is OWPST's Chief Legal Counsel.  Past State Legal Counsel for the Texas Jaycees; wrote Appellate Briefs in the Jack Ruby case, stemming from the John F. Kennedy Assignation while in law school and with Phil Burleson’s firm. He also has been a partner in an oil exploration company, Enertex Exploration, Inc., promoting and drilling 50 wells in the Fort Worth basin area.

Mr. Niswander has an extensive and diverse accounting background, including having been the CFO of an energy company which did business in the Middle East. 

 Mike possesses 40 years of experience in design and analysis of structural and mechanical systems in the industrial environment including process plants, marine and offshore structures, modular oil and gas power production equipment, land and offshore drilling rigs, and machinery design. He has vast experience in static, dynamic, thermal, and detailed stress analysis of frames and mechanical systems. His work has included designs for environmental conditions, including wind, wave, and current loading on offshore structures, response to earthquake and rotating equipment dynamics, shock, transportation, and lifting loads. He is considered an industry expert in the design of blast-resistant buildings installed on floating production units.  He has ample knowledge of the latest computer technology for structural and stress analysis, industry codes for onshore and offshore structural and mechanical systems including AISC, IBC including earthquake, ASCE, API, ABS, DNV, BOCA and foreign codes.

Began my career in 1972 as a co-founder of Pilgrim Properties, Inc. Pilgrim Properties, Inc. a Georgia Corporation which owned and developed various income producing properties in several southern states.

In 1975 I decided to enter the Investment Banking Business with Dean Whitter, an investment banking firm and decided to be focused on corporate finance and risk management. In 1980 I joined Bear Stearns, also an investment banking firm. My position at Bear Stearns was V.P. of Energy.

In 1995 (to present) I founded Commercial Property Lenders, Inc. a Georgia Corporation (CPL). During this time CPL has arranged funding for many different types of projects. These projects range from real estate projects, oil & gas projects, and renewable energy projects in the United States, Caribbean, and Central America. CPL has also arranged funding for many projects through United States various loan guarantee programs (SBA, HUD, USDA, DOE), normal conventional financing, and structured finance credit facilities as well. Over the years CPL has been very successful in regard, to aligning itself with some of the world’s most respected and creditable financial institutions regarding the funding of infrastructure and energy projects, these institutions have the ability, to fund very large transactions on a global basis.

In 2010 I became associated with Offshore Wind Power Systems of Texas, Inc. (OWPST) as V P of Finance and New Project Development.
